Sovereign risks under unconventional monetary policy (evidence from the euro area)

This article assesses the effect of the European Central Bank's unconventional monetary policy on the sovereign risk of the largest euro area countries. The relevance of the study stems from the persistence of accommodative unconventional instruments in central banks' toolkits during periods of monetary tightening. Sovereign risk is quantified using the probability of default derived from five-year credit default swap spreads for Germany, France, Italy, and Spain. The empirical analysis covers the period 2009–2025 and compares the level and volatility of each country's sovereign risk depending on the period of unconventional monetary policy implementation. The statistical significance of the results was tested using nonparametric Mann — Whitney and Levene’s tests. The results show that the transition from sterilized interventions to net purchases of securities was accompanied by a statistically significant reduction in sovereign risk and a reduction in the fragmentation of debt markets in the euro area. The positive effect of net purchases of government bonds was more pronounced for Spain and Italy, meaning the European Central Bank acted as a market maker of last resort. The probability of default for these countries continued to decline during the period of monetary tightening, but France's sovereign risk increased following the widening of the government budget deficit. Thus, unconventional monetary policy remains an effective tool for minimizing sovereign risk, but requires complementary macroprudential measures to contain systemic imbalances.
