The circular carbon economy as a tool for the transition from regulatory principles to CO2 emissions management principles

Authors: Tcvetkov Pavel Sergeevich, PhD of Economics, Associate Professor, Andreichyk Amina, Postgraduate student, Vasilev Yurij Nikolaevich, PhD of Economics, Associate Professor , Empress Catherine II Saint Petersburg Mining University, Saint Petersburg

Keywords: carbon circular economy; climate policy; carbon metabolism; CO2 emissions; management; sustainable development; decarbonization.

Given the limited effectiveness of prescriptive measures prevailing in climate policy, a more flexible and systemic approach is needed, capable of integrating the economic, technological, and environmental interests of various stakeholders in the decarbonization process. The purpose  of this study is to develop conceptual principles justifying the feasibility of shifting from regulatory principles to CO2 emissions management principles within climate policy. The scientific novelty lies in the systematization and development of the concept of the sustainable carbon cycle management system (SEC) as a tool for diversifying climate policy, moving from reactive regulation to proactive management of carbon flows within economic activity. This study identifies the structural limitations of existing climate regulation mechanisms, manifested in their reactivity, inconsistency, and inability to consider the full life cycle of carbon flows. Proposals for improving current regulatory instruments are presented.
